Terms and Conditions – Rules and Policies for 23winph Players

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and 23winph ("we," "us," or "the Platform"). By accessing, registering on, or using any part of the 23winph platform, you acknowledge that you have read these Terms, understood them, and agree to be bound by them.

These Terms apply to all services provided by 23winph, including but not limited to sports betting, casino games, JILI slots, Tongits, esports betting, PBA betting, and any promotional or bonus programmes associated with the platform. Using any of these services constitutes your acceptance of the current version of these Terms as published on this page.

If you are accessing 23winph on behalf of another person, you represent that you have the authority to bind that person to these Terms, and "you" in these Terms refers to both you and that person. If you do not have such authority, you must not use the platform.

To be eligible to use 23winph and maintain an active account, you must meet all of the following requirements at all times:

• You must be at least 21 years of age at the time of registration and throughout your use of the platform.
• You must be a resident of, and physically located in, the Philippines when placing bets or engaging in real-money gameplay.
• You must not be an employee, officer, director, contractor, or close family member of an employee of 23winph or any affiliated company.
• You must not be listed on any self-exclusion register or otherwise be prohibited from gambling by any applicable law, court order, or regulatory authority in the Philippines.
• You must be legally capable of entering into a binding contract under Philippine law.
• You must not be accessing the platform from a jurisdiction where online gambling is illegal.

23winph reserves the right to verify your eligibility at any time by requesting identification documents or other evidence. Failure to provide such documentation, or provision of false information, will result in immediate account suspension and potential forfeiture of account balances.

Each individual is permitted to hold only one (1) registered account on 23winph. Opening multiple accounts — whether under the same name, different names, shared devices, or shared payment methods — is strictly prohibited and constitutes a material breach of these Terms.

When registering for a 23winph account, you must provide accurate, complete, and truthful information, including your full legal name, date of birth, email address, and Philippine contact number. The name on your 23winph account must match the name registered on your payment method (GCash, Maya, or bank account).

• You are solely responsible for maintaining the confidentiality of your account credentials, including your username and password.
• You must not share your account access with any other person.
• You must notify 23winph immediately if you suspect any unauthorised access to your account.
• All activity conducted through your account is your responsibility, regardless of whether it was authorised by you.
• 23winph will not be liable for any losses arising from your failure to keep your account credentials secure.

23winph reserves the right to refuse account registration or to close an existing account at its discretion, particularly where it suspects fraud, identity misrepresentation, or a breach of these Terms. Identity verification (KYC) is required before any withdrawal is processed. Acceptable forms of Philippine government-issued ID include the Philippine National ID (PhilSys), passport, driver's licence, SSS/GSIS ID, voter's ID, and PRC licence.

All deposits to 23winph must be made from a payment account registered in your own name. Third-party deposits — where the funding account belongs to a different person — are not permitted. Deposits made from third-party accounts may be reversed and the associated 23winph account suspended pending investigation.

Accepted deposit methods at 23winph include GCash, Maya, GrabPay, Coins.ph, InstaPay, PESONet, and online banking through BDO, BPI, UnionBank, and other Philippine banks, as well as Philippine-issued Visa and Mastercard debit and credit cards. The minimum deposit amount starts at ₱100 for most methods.

• Deposits are credited in Philippine Peso (₱) and must not be used for any purpose other than gameplay on 23winph.
• 23winph does not charge a platform fee for deposits, though your payment provider may have their own transfer fees.
• Deposited funds that have not been used for gameplay and are requested for withdrawal may be subject to verification checks.
• 23winph is not responsible for deposits that fail due to errors by your payment provider.
• In the event of a technical failure causing a deposit to be debited from your account but not credited on 23winph, you must contact support immediately with the reference number from your payment provider.

Withdrawals from 23winph are processed to the same payment method used for the most recent deposit where possible. This same-channel policy is a fraud prevention measure and applies to GCash, Maya, and bank account withdrawals. Where a different withdrawal channel is necessary, contact 23winph support before submitting the request.

Before a withdrawal can be processed, your 23winph account must have completed KYC identity verification. Accounts that have not submitted verification documents may deposit and play but cannot withdraw until verification is complete.

• The minimum withdrawal amount is ₱200 for GCash and Maya, ₱500 for InstaPay transfers, and ₱1,000 for PESONet bank transfers.
• Withdrawal requests are processed within the same business day in most cases, subject to verification status and the processing hours of your chosen payment channel.
• Funds from active bonuses or bonuses subject to pending playthrough requirements cannot be withdrawn until the playthrough condition is met.
• 23winph reserves the right to request additional documentation for withdrawal requests above certain thresholds as part of anti-money laundering (AML) compliance.
• Withdrawals to third-party accounts — accounts not registered under your verified name — are not permitted and will be refused.

23winph offers bonuses and promotional incentives to both new and existing players from time to time. All bonuses are subject to specific terms attached to each individual promotion, including wagering requirements, eligible games, minimum odds, time limits, and maximum withdrawal limits derived from bonus winnings.

General bonus conditions that apply across all 23winph promotions include the following:

• Bonuses may only be claimed by eligible, verified accounts in good standing on 23winph.
• Each bonus can only be claimed once per player, household, IP address, and payment method unless the promotion explicitly states otherwise.
• Bonus funds and any winnings derived from them cannot be withdrawn until the applicable playthrough requirement has been satisfied in full.
• 23winph reserves the right to modify, suspend, or cancel any promotion at any time without prior notice. Players who have already claimed a promotion before its cancellation will not be retroactively affected in most cases.
• Attempting to abuse bonus offers through coordinated betting, self-exclusion workarounds, or other irregular play patterns may result in the forfeiture of the bonus and suspension of the account.
• Bonus expiry dates are stated on each promotion. Unused bonus balances expire automatically at the stated date and cannot be reinstated.

All games available on 23winph — including sports betting, PBA betting, esports markets, JILI slots, Tongits, and casino games — are governed by their respective game rules in addition to these Terms. In the event of a conflict between a specific game's rules and these Terms, these Terms take precedence unless explicitly stated otherwise in the game rules.

• All bets placed on 23winph are final once confirmed. Bets cannot be cancelled or amended after confirmation except where a cash-out option is expressly available and has been activated by the player before the event concludes.
• In the event of a technical error or system malfunction that affects a game or bet outcome, 23winph reserves the right to void affected bets and refund stakes at its discretion.
• Sports betting and esports bets are settled based on the official result declared by the relevant governing body or league. Unofficial results, press reports, or social media announcements are not used for settlement purposes.
• If a sporting event is postponed or cancelled, bets will be voided and stakes returned unless the event is completed within 48 hours of the original scheduled start time, in which case the delayed result may still be used for settlement.
• Minimum and maximum bet limits are displayed in the bet slip before confirmation. 23winph reserves the right to adjust these limits at any time without prior notice.

The following conduct is strictly prohibited on 23winph and will result in immediate account suspension, permanent closure, and potential legal action where applicable:

• Attempting to manipulate the outcome of any game, sporting event, or esports match through any means, including match-fixing or insider information.
• Using automated software, bots, AI scripts, or any form of mechanical or electronic assistance to place bets or participate in games.
• Exploiting bugs, errors, or glitches in the 23winph platform for financial gain. Any winnings derived from known software errors are not considered legitimate and will be voided.
• Laundering money or conducting any transactions on 23winph that are connected to criminal activity.
• Colluding with other players to gain an unfair advantage in any 23winph game, particularly in Tongits or other card games involving multiple players.
• Providing false information during registration, KYC verification, or at any other point of interaction with 23winph.
• Using VPNs, proxies, or other technical means to circumvent geographic restrictions or access restrictions placed on your account.
• Harassment, threatening, or abusive behaviour directed at 23winph staff or other players through any communication channel.

23winph is genuinely committed to responsible gaming. Online gaming is intended to be an enjoyable form of entertainment — not a source of financial stress or harm. The platform provides a range of tools to help players stay in control of their gaming habits.

• Voluntary deposit limits can be set on a daily, weekly, or monthly basis from within your account settings.
• Session time reminders notify you when you have been playing for a set period of time.
• Cooling-off periods allow you to temporarily suspend access to your account for a specified number of days or weeks.
• Self-exclusion is available for players who wish to permanently close their 23winph account. Self-exclusion is irrevocable for a minimum of six months.

To the maximum extent permitted by applicable Philippine law, 23winph and its affiliated companies, directors, employees, and partners shall not be liable for any indirect, incidental, special, or consequential losses arising from your use of the platform. This includes, without limitation:

• Loss of earnings, profits, or revenue resulting from gameplay outcomes on 23winph.
• Losses arising from technical failures, server downtime, or connectivity issues beyond 23winph's reasonable control.
• Losses arising from the actions of third-party payment providers, including delayed or failed transactions on GCash, Maya, or bank channels.
• Any unauthorised access to your account resulting from your failure to maintain the security of your credentials.
• Errors in odds displayed due to technical glitches, with 23winph reserving the right to void bets placed at clearly erroneous odds.

Nothing in these Terms excludes liability for fraud, gross negligence, or any other liability that cannot be excluded under Philippine law.

23winph reserves the right to suspend or permanently close any account, at its sole discretion, where it reasonably believes a player has breached these Terms or engaged in conduct that puts the platform, other players, or the integrity of any game at risk.

• Where an account is suspended for investigation, all pending bets and withdrawal requests will be placed on hold until the investigation is resolved.
• If an account is closed due to a verified breach of Terms, any remaining balance may be forfeited, particularly where the breach involved fraud, money laundering, or exploitation of bonuses.
• If an account is closed for reasons not related to a breach of Terms (e.g., the player's voluntary request), any verified balance will be returned to the player's registered payment method after standard processing.
• Players may request account closure by contacting 23winph support at any time. Voluntary account closure requests are processed within five business days.

23winph reserves the right to update or modify these Terms and Conditions at any time. When changes are made, the updated Terms will be published on this page with a revised "Last Updated" date. For significant changes, 23winph will make reasonable efforts to notify active players via email or an in-platform notification.

Your continued use of 23winph after any updated Terms are published constitutes your acceptance of the new Terms. If you do not agree with the updated Terms, you must stop using the platform and request account closure. It is your responsibility to check this page periodically for updates.

These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising out of or in connection with these Terms, your 23winph account, or your use of the platform shall be subject to the exclusive jurisdiction of the Philippine courts.

In the first instance, disputes should be raised with the 23winph support team, which will make good-faith efforts to resolve the matter within 14 business days. If a resolution cannot be reached through direct support channels, the matter may be escalated in accordance with applicable Philippine gaming regulations and dispute resolution procedures.
